The North Carolina Department of Health and Human Services (DHHS) is seeking a senior Business Analyst to support the business process and requirements analysis and implementation of a statewide IT project for the North Carolina State Laboratory of Public Health (NC SLPH). This role involves procuring, validating, and implementing an upgraded version of the existing Laboratory Information Management System (LIMS) to ensure reliable, accurate, and timely reporting of data generated and stored within NC SLPH Clinical and Environmental Programs.

Responsibilities

• Develop a thorough understanding of the functions and requirements of the LIMS
• Identify and document current and future state process workflows
• Create business documents including user stories, permission matrices, and wireframes
• Assist in functional and integrated testing
• Prepare and maintain project documentation and artifacts
• Collaborate with project managers, developers, and end-users to ensure LIMS designs meet business needs
• Provide UAT support, including test scenarios and cases
• Document gap analysis
• Track delivery progress of all project deliverables
• Attend PMO meetings and other related work as required

Qualifications

• Minimum 7 years of experience as a Business Analyst
• Experience in documenting functional requirements for various applications
• Excellent communication and collaboration skills
• Strong ability to manage complex assignments and timelines

Education Requirements

• Bachelor’s degree in a related field preferred

Education Requirements Credential Category

• Degree in Business Administration, Information Technology, or a related field

Experience Requirements

• At least 7 years of relevant experience in business analysis
• Proven experience in health systems or laboratory information management systems is a plus
